The overall aim of this study was to Presenting a model for smartening tourism destinations in Kermanshah province using grounded theory. The present study was qualitative in nature, applied in terms of purpose, and conducted using the Strauss-style grounded theory method. The study population consisted of all experts in the field of smart tourism development in Kermanshah Province. Participants were selected using purposive and theoretical sampling methods. The data collection phase continued until theoretical saturation was achieved, which occurred with 12 participants. Data collection methods included reviewing existing documents, in-depth individual interviews and note-taking. Data were analyzed using a three-step coding technique. Based on the results, the research model consisted of the following components: causal conditions (such as the need to design a comprehensive online platform in the tourism sector, the need to facilitate and accelerate the provision of tourism services, the need to enhance destination competitiveness, the need for smart tourist management, the need to improve the tourist experience), contextual conditions (such as the development of technological infrastructure, the development of smart transportation infrastructure, culturalization of technology use), intervening conditions (such as policymaking, participation and support of social communities, human resource empowerment, digital security and trust requirements, and cooperation and interaction among responsible organizations), strategies (such as the development of electronic tourism services, the use of smart destination technologies, establishment of data-driven tourism management, advertising and marketing, smart tourism development), and outcomes (such as enhancing tourist experience and satisfaction, strengthening destination competitiveness, improving tourism management, developing tourism innovation and entrepreneurship, and socio-economic development). In general, the development of smart tourism requires a systematic and holistic perspective, along with interaction and cooperation among all stakeholders. This study offers practical recommendations for policymakers and planners.
